The original Cerebro (I'm not sure if that's what they even called it back then Cerbrotrix, Cerbrade or something like that) was a radiobox with evil mutants names next to it that looked like it was written on a piece of paper.Juggernaut isn't a mutant so I don't think that, that version of Cerebro can locate non-mutants.
The Cerebra from Cables future can locate potential mutants.
When Cerebra was installed it broke a few times, Nova usurped his body and it was around the time the Juggernaut became the Huggernaut wasn't it? (Austen's Uncanny?)
I don't think Xavier has ever really wanted to find Juggernaut, at least not since they got cerebra.

To be honest I don't know why Mike Carey had Cain sleep must be out of habit.
It's just one of those things I guess like Rogue forgetting that she can wear an inhibitor collar.
