Well it could be literally any Wolverine from another universe, if I'm not mistaken the Venom on the lower left is supposed to be ultimate Venom and Poison (far right below GhostVenom) and the lower right is from Venom the Madness who was Brock but Brock is also the one in the centre.
Plus of course the name of the event is Venomverse so...

Just replace the bombing and taking lives away with "losing your job" and they convey similar ideas to actual political speeches. You're right on point with it being possible to work it both ways though, at it's more of an extremist fake-news sites speech than an actual political stance.
Red Skull would be such a decent villain if he wasn't a caricature 😬
