Hahaha, good stuff. In fairness to Hulk, the one that got spanked was one of his least powerful eras, iirc. But Hulk wasn't what he is today back in the early 90s (which is where I'm guessing that fight is from, based on the art). That would have still been surprising, but wouldn't have been the massive shock it seems like today. The 2000s were very, very kind to Hulk in the power department.
As far as Pete's top villains go...
I used to favor Brock/Venom as a kid, I still love him, but he's not at the top right now. Without the knowledge of Pete's secret ID he is a physical threat only with easily exploitable weaknesses. Carnage is dangeour but is a morron.
Osborn is Pete's archenemy only because he made it his business to mess with Spider-man and caused him most grieve.
But Ock is Spider-man's top enemy right now, no contest. First of all, he actually has plans outside of killing Spider-man. Plans that Spider-man usually has to foil using his powers and brains. And since he's a physical match and as smart if not smarter than Pete it makes for a perfect hero vs villain scenario. And now it's also very personal for both of them. Ock is by far the most dangerous villain and a total badass if you've followed him closely.

Ock reigns currently.i already said that. Mr. Negative looked to be promising for a while. Fisk lost respect when Parker took the kid gloves off. I always liked Kraven/Vulture. The elementals were more or less OP idiots. Who else is there.....oh Chameleon and Mysterio are good when done right. Jackal was ok. Morbius but i like him better as a blade supporting character.

Octavius has established himself as a true foil to Peter in ways that the others can't seem to match. Both are unpopular nerds often underrated by their peers, which is part of what makes them dangerous.

Straczynski's Fisk appeared very, very, VERY late when he was NOT Parker's villain and when Parker had all upgrades he could've dreamed of.

I guess..i dont remember the writer...but im referring to when he waltzed into the prison and the beatdown commenced. After that Fisk was demoted.

Yes, that's Straczynski (who wanked Parker like crazy). And after The Other fully upgraded powerset + extra perks.
Fisk wasn't really a SM villain then, just reappeared as one. One time thing.
If he had been SM's regular villain, he would've torn his arms off and shoved them through carver's anus.

Again, carv. "Top" is really not well defined. "Most deadly", words you used in your thread, are betters suited for what you want.
Wolverine has Apocalypse, Thor has Glory, Spawn has Malebolgia, etc.
Doesn't mean they're their archnemesis, no, Wolverine faces Sabretooth/Weapon X more, Thor faces Loki more, Spawn battles Violator more, etc.
And sometimes it's the impact that villains have on heroes' lives means more than the vast power of the guys like Beyonder/Omnipotus/Spectre have.
