So, interesting thing I learnt today. Flash has mental blocks, still pulling his punches even when fighting Zoom (this was AFTER Zoom had caused Linda's miscarriage and Wally had to amp himself):
Once he broke those mental blocks, he beat Zoom (even when he thought he was SLOWER than Zoom, due to the loss of his amp, he still managed to sprint past Zoom's speed:
Puts all of Zoom's showings (PG, WW etc) into perspective. He's fast, but not the fastest.

When Zoom was 'fresh', however, Wally couldn't even track/perceive his movements(even WITH the added speed of Bart and Jay)... Let alone have a shot at beating him. /shrug

👆 got scans that Zoom was slowing down? I always found his powers weird - it explains his speed, but not his endurance.
I know WALLY was slowing down - which makes the above scans all the more impressive, as it shows him able to jump up in speed without needing an external boost:
So Wally didn't really need Jesse's boost to be faster than Zoom, at the end of the fight.....he just needed that dead sprint.

In the issue prior, Wally had the added speed of Jay AND Bart, yet was still incapable of so much as perceiving Zoom's movements -- let alone having any shot at beating him:
Wally: "Even with my perceptions moving THIS fast --after taking ALL of Jay and Bart's speed-- Zoom is STILL JUST A BLUR."
Zoom: "You are NOT FAST ENOUGH... With all the speed you've absorbed from your 'allies' -- you are STILL NOT FAST ENOUGH TO STOP ME."
Fast-forward to the issue you're citing:
-Wally absorbs Jesse's speed formula.
-Time literally stops around Wally, which finally puts he and Zoom on the same level.
-They proceed to fight evenly for the rest of the issue -- in a grueling battle that spans the entire earth.
-Toward the end of their battle we learn that Wally had burned out his amp entirely, and was becoming fatigued/slowing down.
-Despite this, Wally was still able to continue matching Zoom, and even gain the upperhand with a sudden burst of his own, unamped speed.
tl;dr
If Wally had become fatigued enough that his amp was completely depleted AND he was slowing down, it stands to reason that Zoom was fatigued as well -- he doesn't have infinite stamina/endurance for gods sake. That is the most logical conclusion I can come up with, given the astronomical speed-differential that exists between a 'fresh' Zoom and a 'base' Wally. ermm
*On a sidenote: Wally 'pulling his punches' certainly doesn't mean he was holding back any *speed* -- just that he initially wasn't physically *hitting* Zoom with everything he had(a common trait among heroes.)
