In the issue prior, Wally had the added speed of Jay AND Bart, yet was still incapable of so much as perceiving Zoom's movements -- let alone having any shot at beating him:
Wally: "Even with my perceptions moving THIS fast --after taking ALL of Jay and Bart's speed-- Zoom is STILL JUST A BLUR."
Zoom: "You are NOT FAST ENOUGH... With all the speed you've absorbed from your 'allies' -- you are STILL NOT FAST ENOUGH TO STOP ME."
Fast-forward to the issue you're citing:
-Wally absorbs Jesse's speed formula.
-Time literally stops around Wally, which finally puts he and Zoom on the same level.
-They proceed to fight evenly for the rest of the issue -- in a grueling battle that spans the entire earth.
-Toward the end of their battle we learn that Wally had burned out his amp entirely, and was becoming fatigued/slowing down.
-Despite this, Wally was still able to continue matching Zoom, and even gain the upperhand with a sudden burst of his own, unamped speed.
tl;dr
If Wally had become fatigued enough that his amp was completely depleted AND he was slowing down, it stands to reason that Zoom was fatigued as well -- he doesn't have infinite stamina/endurance for gods sake. That is the most logical conclusion I can come up with, given the astronomical speed-differential that exists between a 'fresh' Zoom and a 'base' Wally. ermm
*On a sidenote: Wally 'pulling his punches' certainly doesn't mean he was holding back any *speed* -- just that he initially wasn't physically *hitting* Zoom with everything he had(a common trait among heroes.)
