And the writers didn't pull that out of nowhere.
There's a reason Superman needed a Kryptonite ring to pacify Kara in Superman/Batman.
I know people like to dismiss it because they feel it's a retcon, but retcon or not, the fact that Supergirl only appeared stronger than Superman because he always holds back consciously and unconsciously, and she wasn't holding back, is canon. Like it or not, those are the facts. The scans exist of Superman (with Batman backing him) saying exactly that. Pair that with his generally superior showings and feats and you have the official standings of the characters. You may hate it or you may love it, but those are the facts as they currently stand.

Actually, it's not dismissed because of that. It's dismissed because it's shown that Supergirl herself holds back, that the theory itself was at best considered a "maybe" by Superman, was only one of several theorized by Batman, who demonstrated he is perfectly willing to lie to boost or undermine Superman as a situation demands, did not seem to be believed by Batman himself, who pulled out a Kryptonite ring when Dark Kara suggested she would put the theory to the test, and was contradicted in stories chronologically following that fight by nearly every other writer of that period.
