The problem is that even if DC hints in the comics, or states in TV shows that Supergirl is stronger, the comics generally bring it back around. They let Supergirl have a bit of a moment, but they always end it with Superman being the top guy. Loeb did in his run with Clark telling Kara he could take her down.And a LOT was made of the whole "she never had to learn to hold back the way he did", which got mentioned enough that it was basically DC's way of "nudge nudge wink wink pay attention and you'll see what we really think".
Kara's a great character, imo. She has good incarnations. But I can't see DC ever seriously stating that she's more powerful than him and actually following through with it.
Many people argued in 2007 that Barack Obama would never be president, 'cause he's black, and America's racist, and there hasn't been a black president in the 200+ years since the country was founded. In practical terms, there never could be a black president. At the least, it couldn't happen in the lifetime of anyone born before Ronald Reagan's presidency.
Until 2008, when Barack Obama was formally elected President of the United States, I never seriously questioned that assessment.

I agree with this of course, and it's worth noting that nothing in the record need bind "Earth-38" (the world of the Supergirl TV show) to Loebverse 2000-whatever.
Even so, empants suggestion that "direct" fight comparisons favor Superman have me intrigued for a moment, and also fit the theme of this thread.

The difference is that if Kara became capable of pulling the stuff Superman does, like beating Imperiex, Mandrak and the like, she'd effectively become Superman herself instead of her own thing.

There's actually not an appreciable difference between the cases from the standpoint I'm arguing from. Nor, at least regarding Imperiex, is your statement correct.
If you think otherwise, I'm curious as to how you'd respond to the following:
There is no literal reason for Kara not to be an effective Superman... But then she'd be one of the many Superman clones that already exist (too many to count in different franchises). That's not really expanding on the character in a positive way by itself.
I agree there are a few interesting stories to tell in such a setting, but you'd need to a have a very focused writer not to run the plot into the ground. Superman has been reinvented so many times it's hard to just trust a writer to carry a character with his status.
