Banner did something no other being in the entire MU ever could do, and stopped the Hulk from coming out.

So wait? Banner this whole time had a way to stop the Hulk from coming out, yet he never did?

Banner was believed to be powerless at the time he got the arrow to the head.

Sure, he experimented on himself and Clint claims that he saw his eye turning green (something no other hero noticed), but his powers just resurfacing probably weren't enough to save his life.

Only Carver, the Hulk Maestro, can tell us.
