That looks like a portal in space that Hal created and is not in anyway reflective of personal speed. Unless there is a scan missing? As Hal could hear and see Superman.

It's only like hyperspace where you can travel FTL. Superman had to travel all the way to Mogo on his own.

Forgot to add, cosmic treadmill only allows precise time travel as per latest continuity.

You still have to travel through time on your own speed.

Yes. Whatever transluminal space is, it allows them to travel from point a to point b far faster than them not utilizing it.
