That's a matter of debate. Superman is not consistently ftl in flight for example, Hal can probably pre-program his ring to activate max speed so Superman doesn't instantly outreact him and GL's can access hyperspace for consistent FTL travel.
If you want scans and issue numbers, you'll have to wait when I'm on my computer. You just asked for scans and are getting puffy they're not delivered to you? Are you 5?

before n52 hunter zoom was the fastest and thawne was slower than wally and barry, it all changed now
I also love the way writer explain black racer, he may not be the fastest but you can't escape him, def the most powerful one here, guess speed isn't everything
