I don't think it's Prime, but here is some rumors per 4Chan.

During a Reddit AMA on r/DCcomics, a fan asked Snyder, “Now that the Source Wall is broken, what are the chances of us seeing Superboy Prime? The last time we saw him, he was imprisoned there.”

While he kept his response appropriately vague, Snyder hinted at the idea that the dangerous villain is making a return to the mainstream DCU. “You very well might…” he told the fan.

I think that the Rogues just were ejected by the temporal energies they feared.

I think it's Prime and the villain feared by everyone is Mandrakke.

And this supposed Superboy's suit remembers me the one from Doomsday:

Mandrakk is in the Unexpected.

Let’s find out which Mandrakk it is, or if it’s just some other monitor who flipped

If it’s the Mandrakk from SB1&2, I’m interested to hear how he survived. He was thrown into the “void” where pretty much everyone (except a few rare characters) get erased.

If it’s the one from Final Crisis, it will be interesting.

That also could be red sunlight he’s walking out of if it is Prime.
