So Franklin is conceiving the ideas of universes while Molecule Man is giving the universe molecules to bind and anchor them to reality. Pretty much the exact same thing as the end of Secret Wars only Molecule Man is using his power directly to do it. As we saw before he was lending Reed the Beyonder's power to do so. Which hints at him using the power directly to do this.

Wow, basically, Franklin creates the universe, molecule man binds it to the multiverse, Nice. Would've preferred it if they added it to a new multiverse tho,rather than just expand the current one
