Physically, I'd say Franky is around Superman level. He did do well against OMAC, and Superman said OMAC might be stronger than he.

Yeah that doesn't automatically makes him galaxy level though. When Spider-Man from Earth 1536 comes to 616 I don't assume he's universal in power simply because he's that universe's Spider-man. I have no idea how powerful Poseidon is and I haven't read the issue (even though I intent to) though just that statement + conclusion kinda bugs me.

Edit: also, Spiderman doesn't rule over that Universe's spiders or whatever. Poseidon is God of that Galaxy's oceans....

Another analogy.

If the king (or president, whatever) of a country goes to another country... he's national level in his powers. Sure, one can argue about each respective country's size or GDP or military power, whatever.

But the president of another country has power over that entire country.

'God of the oceans' is a function, a title. Like president, or king. Your analogy is more akin to having the Carver9 of Russia, and assuming he too is country level in his idiocy.
