He likened his position as a Sea Deity to his Galaxy to Poseidon to our Galaxy. So I guess, it's kind of like an extra-terrestrial version of an Earth pantheon higher-end God similar to Pluto or Neptune.
That doesn't make him a "Galaxy level god". In fact, the dialogue and other related scans indicate the exact opposite: They were each the respective Gods of a different planet in a different galaxy. Based on the scans you guys posted.

He's the god of his respective galaxy. And comes from a specific planet.
If Trump lives in a specific building (White House), and is president of a country, does that mean he only has power over ...the White House??
Putin lives in the Kremlin. If he comes over to the US, and boasts about how the Kremlins toilets are the most comfortable in the world ...does that mean he's only president of the Kremlin? No. He comes from a specific place, located within his dominion. Which happens to have the best toilets in Russia.
Replace Russia with galaxy, Kremlin with planet etc etc.
