Rick's death hurt me a lot --- hell, I'm still hurting --- but let's be real here for a second. It's amazing Kirkman has kept him alive for so long.
Like I said, he's like George R.R. Martin of comics. It's just not his style to let protagonists live a long & happy life.
But yeah, Negan def should come back and find out about Sebastian.

It's obvious classic trashtalk from the man of Kirk. I personally think he's talking about Carl and the influence Negan had on him, especially after that line 'I'll be seeing you, ta-ta' mirroring issue #100's ending.

As much as I hated to see Rick go, I still enjoyed the issue. Even though I became apathetic afterwards.
