It's Bruce Banner Junior, the same kid that Logan took from the Hulk gang at the end of the original OML arc.

Also, he was shown wearing glasses in the past. You could argue his gamma mutation can't completely fix his eyesight.

The Doctor mostly wear glasses because he’s a 2 million year kids at heart. Same thing with his quirk for now ties, those little hats, and him wanting to be ginger.
