His joke was just pulling from the Bully McGuire memes which are all over the web right now.
Nothing about it suggested he is someone who has a more difficult time understanding English humor than a native speaker. He used it like its supposed to be used.
You in response had to pull from your knowledge that he lives in India and tried to diss him by, again, passive aggressively trying to take a dig at his English. Which would have been unfounded otherwise.

No, and you're reading way more into it than even I did lol. I've talked with him quite a bit, a lot of his digs frustrate me because they don't quite hit as on the mark as he'd like them to. This to me, was one of the those occasions.
You can call it throwing shade I guess 🤷‍♂️ I didn't bring up his origin, just mentioned that his English didn't hit the intended mark. I even mentioned that it was specifically that because I know it isn't his first language and that it happens. No to be nice but to be fair and identify reality.
