That's a horrible showing for kryptonians if they can't beat a human level opponent. Which is what Clark would be if he was "depowered"

Depowered-(transitive) To reduce the power of; to strip power from

Mongol is a pussy or Superman was not depowered. These are the only two possible honest answers there can be.

I can imagine Superman at 10% or even 1% being able to trash Mongul.

But his 1% *should* still be leagues beyond anything comic peak humans can do.
