According to Baki, 0.5 seconds is moment between conscious thought and action. Of course, he perfects a punch faster then that, so he's essentially hitting someone while they're unconscious.

The funny thing is his own father Yujiro Hanma fell prey to this trick, yet he actually dodges lightning in another scene.

That's different. Blunt force trauma in Marvel/DC doesn't work even 1% as efficiently as in Kirkman's Invincible series.

Hulk's hide is generally hard to cut. Even in the modern era, you need more than small-calibre shit for such feat.

Lobo has always been cuttable & stabbable, no matter the weapon used against him, it's the most consistent thing about the character.
