He's saying once he copy's the powers of that person, the knowledge on how to use them will be transferred as well. So, he'll be a perfect carbon copy of whoever he copies. Usually though, he's uses it better than the original.

I have no problem with Cyborg unless you try to pull "Cyberion" into the argument. At that point he was connected to a cybernetic collective similar to the Borg and could override and control any machines in his vacinity.
