Frank is just s big well trained tough guy. He has a lot of exp, but there is no way he can beat Snake. H2h Snake takes him for ease. It's not only about his genes, but he was also trained since he was a child. He was born and raised to become a super soldier. In one on one duel he wins eather. He took on Revolver Ocelot that can shoot Punisher 5 times in the head in 1 second.

Snake gets shot, beepy sound as ration is inexplicably used to resurrect him. He blasts Punisher (after throwing a chaff for the hell of it)
