yeah but a nuke wouldnt kill juggernaut, or apocalypse, and theoretically sinister might servive so no not all that stuff is phesable juggs is more durable then galactus, sinister has not been shown to be able to be hurt so im not sure how he'd do and apocalypse i think he can be just as durable as juggs if he's written correctly not this cis were he loses to magneto.

i personally think solid snake has fought guys who are out of the punishers league,
vamp is seamingly unkillable with bullets, he took out a team of navy seals with just knives he can also paralyze you if he hits your shadow and he has other abilities.
vulcan canon i think that just that weapon alone puts anything the punisher has most of the time to shame.
mantis is way to much for punisher, he could just read his every move before he did it or controll his mind or just kill him with his mental powers, he even seems to have pyrokenisis which is why he is so deformed,
the fat man wont be to much for frank though lol.
cyborg ninja has every human attribute to the max and can camiflog himself but can still be seen with heat vision or whatever, he also has a sword that can cut through almost anything and deflect bullets, beside that he had a very powerful weapon with the harming capacity of a stinger missle
There have been people that Frank has taken on that are nearly as bad. Also, you can't really judge a person by the people he fights. Punisher has fought and defeated Wolverine, Daredevil, Bullseye, Deadpool, and so forth, who can make guys like Grey Fox/Cyborg Ninja look weak. Also, Snake beat Mantis by sheer force of will. I wouldn't be suprised if Frank's will is right there with him. Also, Vulcan Raven is overrated. If you're good with Claymores, he shouldn't be a problem. Frank wouldn't have much of an issue with him. So, let's do this:
Frank and Snake get a warehouse to fight in. Both are given .45 calibur pistols with normal rounds. They also get their favorite knife. Now, while Snake is quicker, Frank can soak up a lot of damage. I personally think that these two are dead even.

True, it doesn't work often but works in many cases. Like in this one.
Snake did took attacks from character with strength that is greater than strength of Spider-man and defeated this character h2h. So want it or not but it DOES mean he is stronger and more durable.

This is not ABC logic, i just brought a feat. And Snake really was dodging bullets, so he IS faster than Frank and has better reflexes, that's why he has better chanses in shootout against him.
