Rape is the intentional penetration of the vagina, anus or mouth of another person with the penis, where the other person does not consent, and the person penetrating does not reasonably believe that they consent.
The mouth was added in the reforms of 2003, where they also decided not to extend rape to include penetration by object.
That is covered by a separate offence of 'Assault by penetration', which is the same as rape, except the penetration can be with any part of the body or other object, and the penetration must be sexual. This offence does not apply to the mouth, for obvious reasons.
