Bardock is referring to the fact that the term 'Liberal' in European politics generally refers to economics, not freedom of action.
Hence the Conservative party here under Thatcher was considered very liberal due to its commitment to Free Trade. I very much doubt any American spectator would have called it Liberal.
Hence, by using the American definition, the Canadian Liberal party is in fact using a far more Americanised term than the Conservatives, who are using old European terminology.
