About the Wolverine thing..
I have no doubt that Cap is the best h2h fighter among the two, Wolverine depends way too much on his healing factor, he'd be loong time dead without it, and he's been beaten so many times by random punks...
Wolverine would beat Cap in a anything-goes match most probably,
the claws, the crazy healing factor and unbreakable bones makes him terribly tough to take down. But leaving fighting skill alone, Cap has
proven to be better than Wolverine.
Btw, i dont recall Cap ever been defeated in a straight, (no people jumping from behind) hand to hand match by people below superhuman class (80 in strenght, herald level and the like).
The only times i recall Cap being defeated (by someone who cant fly at supersonic speeds, warp reality or level up continents) was against Moondragon (at the time Cap was getting paralyzed by the SS serum) and by Conan....in a What If :/. Unlike Wolvie, Cap has never been defeated by a deer.

I totally agree, this is why when people say that Wolverine is nearly as good as Cap or as good as Cap, its absurd because Wolverine has low showings as well. He doesnt always fight like a MA genuis and quite frankly sometimes he can act like a total amateur, but Wolverine fanboys wont admit it.

I still say Cap is more skilled in h2h. more versatile. not that he'd beat Logan. (at least he shouldn't, eventhough we can expect everything from a "peak human" that can KO the Hulk, Rhyno and Hyde, toss Terrax, make Onslaught bleed, defeat Nightmare in his own realm, deflect Mjolnir in mid air, take down helicopters and supersonic missiles, etc etc.. 😂 )
Well, let's put an IMAGINARY SCENARIO:
You have a hundred heavily armed soldiers in front of you. You can only send 1 guy to take 'em all down: the guy with the claws or the guy with the shield.
-- The guy with the claws will slash through em all in berserker rage, he'll get shot multiple times in the process but it doesnt matter, he'll keep going, (as he has a healing factor and unbreakable bones), he'll end up all bloody, burned and messed up in the end, but he'll win.
-- The guy with the shield will KO them all (maybe some soldiers will die by the bullets ricocheting on his shield), he'll keep a cool head, and he'd be making acrobacies, jumping - kicking - punching and throwing his shield around, always finding the best strategy to take down opponents with maximum efficiency and less prejudice, he wont get shot, he'll dodge the bullets, he wont have a single scratch in the end. and he'll win. (he does this stuff all the time, after all)
You might want to send one guy or another, but in the end ..who's the more skilled fighter among the two? The answer should be obvious
Btw, Cap has trained like half of the MU in h2h combat, people like Hawkeye, Falcon, Rage, Black Knight, Spidey, Justice, Iron Man, (as Tony Stark) etc etc, all the Avengers had the opportunity to train and hon their fighting skills with Cap and they all put him as a obligatory reference when it comes to h2h combat.

Quasar thinks in Captain America while being crushed by the cosmic entity Anomaly, looking for inspiration. One of the many superheroes that idolizes Cap and look up to him. (Spidey being another well known one)
I dont recall nobody in the MU doing so much, so many crazy feats having so few raw power. as Cap has done.

Em..I couldn't find the following scans in english, so im gonna make a quick translation spanish-english so everyone can read it, because it deserves to be posted here.
SCENARIO:
A cemetery. DD is beatin up someone to death, he's been sprayed with a special gas by the Deathstalker and is having allucinations. He kinda regained his sight but he's lookin everyone as if they were monsters.
Enters Cap
CAP: Sorry DD, you need to stop
CAP: i've never seen him like this, doesn't look like him
CAP: he looks..maddened
CAP: Why is he lookin at me like that? he doesn't seem to recognize me.
CAP: as if i was a....
DD: mONSTER!!
DD:yaaagh!
CAP: ouff
CAP: c'mon pal. whats happening?
CAP:No. Daredevil doesn't look mad.
DD: Shut up monster! shut up!!
CAP: Daredevil IS mad
