It's an alternate universe. The Super Soldier Serum affects him differently.
As I mentioned, he is strong enough to lift a car, and eventually develops telepathic powers that allow him to remote view and place illusions of himself in the minds of his enemies.
Unfortunately, though, the Super Soldier Serum also kills him.

It does and it has nothing to due with Captain America or his feats, but rather the fact that individuals like Locard like to believe they are not bias and then describe the scene of a fight resonating with bias.
