"What exactly would be the Proceedings for such an Election?

Trebeis looks around.

Is there perhaps somewhere more comfortable in which to have this discussion?"

"I actually wanted to talk with the Commissar," Galahad says.

"The Commissar is currently occupied." The Captain replies.

"Might I ask with what?"

"I try avoid asking the Commissar too many irrelevant questions. It is not my place."

Looking about, he continues.

"In any event, I came to gain a better understanding of the Political situation. And I'm yet to be told much of anything."

"What do you wish to know?" Galahad asks, simply.

"Among other things, the actual Processes that will be used for these "Elections". Along with what will be used to protect against any... Improper conduct among the contesting parties."

"While I highly doubt that Drakkon or any other nominated official will attempt to fix the votes," Galahad says, "the Senate mission will be reviewing and moderating the entire election."

"I would not be so quick to dismiss the possibility. Keeping in mind the suspect nature of Drakkon's rise to power..."

"Entirely different circumstance, I'm afraid," Galahad says. "Matadan was a selfish leader; he did not have the interests of his people in mind. He made a poor leader; rebellion was imminent. Drakkon, however...he is a strong leader. The Osokan people would follow him to the end."

"How can you be so sure, when there is reason to beleive the "People" did not even place him in power?"

Spotting a Bench, the Captain sits.

"He led the revolution, as far as I know. You can't lead a revolution if nobody supports it."

Well, the Commissar seems done with his business there and has now emerged, intending to head upwards to the Guild Hall.

And hence enters this conversation!

"Ah, Commissar Esgabath! There you are."

"Greetings, Senator, I hope you still enjoy your state on Lanzar? How are the negotiations going?" -Commisar`s outwardly cheerful attitude reveals a great amount of malice to good observer.

"Just wonderfully. The matter of elections should be settled today, and everything will follow likewise, I'm sure. Then there will be no need for that silly blockade and all will be well for Lanzar."

"Well, I am glad you are so optimistic. If anything goes wrong a great tragedy could occur. It is a pity that neither you or Andran wish to cooperate with the representative of Emperor."

"Fail to cooperate? I haven't noticed any failure in cooperation, my good Commissar. Is there something you wished to address?"

"It is incredibly frustrating endeavour to learn anthing concerning the recent history of Lanzar. Drakkon emerged victorious after a bloody war that is likely to bring resentments in the future. Shouldn`t this matter be taken into account?"

"So far, I have seen no such resentments amongst the Osokan people. If it were the mission of the Senate to make everyone happy, then we would never be done working. Our goal here is to make sure that Lanzar is not reduced to molten slag because it is not a part of the Empire's vision of the future due to a dysfunctional government."
