Helluva pick if he's allowed. He'll be pushing quite a few of the limits.
But the link there is actually to Death's Head II (aka Minion). He's a more powerful version of DH.

Yeah, I figured you'd know too much about him to let him through. He's border-line herald level in my opinion. I considered him briefly for the old herald tourney, but decided against it (he's not quite up there with that level).

That doesn't make him beyond the caps, it just gives him a top tier feat.
He's within the caps.
His energy projection is on par with Ironman, he's not beyond Thing in strength (class 100) or killability, and his regenerative abilities aren't beyond Deadpool.
He just happens to combine all of the maximums of the limits into one character.
I'd also like to reserve Death Metal just in case I get hated on with Death's Head:
How so? Deadpool recovers from injuries in a matter of minutes.
Besides, it says:
while he is resistant to most forms of injury, he is able to reform his body from almost any injury he does incur. Short of total vaporization, he seems able to recover within seconds to minutes.
The way you quoted it makes it seem far more formidable than it is. He's basically Colossus with a healing factor, but not quite as strong.
