Yeah but he has dominion over the multiverse. Apparently Thanos with the HOTU is above that. He was essentially God at that point.

Actually it's not. It's been implied on panel many times. And he was able to put a stop to the IG and Starbrand (multiversal threat). So that puts him over the multiverse, which Thanos with the HOTU would destroy for fun.

LT was only able to put a stop to the IG after Adam submitted. It was suggested on panel that he didnt have a clue if he had what it took to defeat the IG in a confrontation. He then talked Adam out of such a confrontation.
The StarBrand is NOT a multiversal threat. It was just a power from beyond the mainstream Marvel multiverse and so was unaccounted for in the multiverses closed system. Unlike with the IG LT actually stated that the StarBrand couldnt stand up to his power.
LT is multiversal in nature not power. Dont mistake his role with his power level. Roma is the omniversal guardian. Thats her role. She is still below the likes of the abstracts, she just has the jurisdiction to wipe out universes with the technology she has access to as a part of her role. Do you see the difference?

It could be interpreted that he was just going to reverse time however as he was manipulating chronal energies to achieve said feat and i can think of only one way in which they could be used to create a new universe.
