Legato Bluesummers (Trigun). creepy, manupilative, cool way of speaking and total psycho.

Vicious (Cowboy Bebop). plain badass.

Father Anderason (Hellsing). anyone who read the manga knows that they don't get more demented than this "priest".

Natsume Shin (Tenjou tenge). complex, twisted, mad and psychotic. and he had his funny moments too.
