What do you mean when you say "NOT balls/strikes?" Do you mean exclude ball and strike calls or do you mean pitches that were either strikes or not balls? Or something else?
Anyway, in college football they review every play anyway. Why not review every pitch and play in baseball? Hell, pay me $100 an hour and I'll tell you what color shoelaces they're wearing.
But if you review every pitch, will the 5th umpire have the right to overturn an umpire's call? Like after a called strike, the umpire gets the message that the 5th umpire thought it was a ball. Is he thereby forced to reverse his call?
