honestly i would say they would be equals, but exiles was bloodlusted while 616 is more passive.

He wasn't really more powerful(especially when compared to Surfer as of Annihilation), just more ruthless. He did things that 616 Surfer would never even consider doing. I mean, he could actually tear Gladiator in half with his board now, he just doesn't. And if you consider the fact that Prime's skin was readily penetrated by Krypto, the "Surfboard of Death" is a pretty viable tactic to use against Prime as well. He might not be table to cut him in half with one pass, but he could cause some major damage.

The board(like Surfer's skin) is pretty much immune to heat, and I've never seen it destroyed by any kind of heat blast(but it's possible I'm overlooking such an occurance). That's not to say that Prime couldn't destroy it physically, but I don't see heat vision OR super breath being all that effective against Surfer. And when SBP took down those GL's(most of who were no names) they weren't trying to kill him, bust take him down(while he was using lethal force the whole time). As soon as the GL's were authorized to use lethal force Hal blasted right through his armor AND his arm(and made Prime scream out in pain).

Surfer can seemingly 'remake' his board, with a thought.

Yes, Morg split it in half w/ his axe and Surfers forward momentum (dont know how fast he was going dough)..So yes i would think its possible to break it w/ physical force..
