Mephisto can't break neither Strange's nor Doom's will according to Doom. AND (I thought this was pretty cool), Mephisto offers Doom Earth, and Doom says:

He stalemates Iron Man with energy, and then punks his ass with some good ol' magic (Crimson Bands). Very assy writing as Doom's energy depletes way too fast... plus, by the time Sentry starts hammering on Doom concentrating on Iron Man, Doom's shields are only at 7 percent. 😬
I don't remember Doom's energies ever depleting that fast...

Who had a time machine other than Doom?
I can't believe this thread is in the state it's in (though, people such as Mr. Slippyfist has made significant contributions). People such as Moon Knight, Iron Fist, X-Man, and other lesser known/popular characters have stars next to their name denoting that it's a recommended thread. Yet the one of the most known and highly recognized villains in comics as a whole does not.
His past and rise to power
Victor Von Doom was the son of gypsies. His mother was a witch, but when she summoned Mephisto it led to the death of many people in her village. She was later killed.

Victor Von doom would then in the near future face the death of his father as well. He was trying to protect Victor from Baron's men. Though he soon died as well.

Victor Von Doom then found his mother's spell books. He was started to find them, and learned he too had the same talents his mother did.

It was then when Victor Von Doom went to America and was welcomed to New York State's University. There he received a scholarship. And there he met....REED RICHARDS. At first, he didn't really recognize him until Reed showed his intellect.

Soon the peasants would treat him as hero. He soon gathered his family to help spread the message. Valeria, his former love soon came, and he took her away from the country to protect her. He also said that he was not the same man she once loved.
