I have a sneaking suspicion that Mags awarness may vary, didn't he get jumped by Hercules in New Mutants? Maybe there is an assumption that tech may have been used at some point ie breaking into Genosha.

I think mainstream marvel has stated that Adamantium isn't magnetic but Magneto can obviously manipulate it due to his power level. More than likely he has a harder time doing it that other metals. You could also factor in Bulls' suit which is some sort of dense, Kevlar composite which I dunno, could block those kind of attacks? Maybe?
I think it's more likely that there is a time lapse between the two panels (Magneto's running a country, why would he be at some rally?) and that some technology aided Bulls in not being detected. He could afford it. At the time of the hit, he could probably buy Genosha twice over.
