Then again, those who play Smash competitively usually have all items off, and the Smash Ball (or whatever it's called that triggers the final smashes) can be turned off as well if I'm not mistaken, so that'll foil the whole 'equalizing tool' idea you mentioned...

But, more people would have played Pichu if he had a final smash that might compensate for everything else that was sucktacular.
And, the type of people that you mentioned would probably be adept enough at that point that Final Smashes were mostly avoidable anyways. The Landmaster DOES look like it could be all that and a bag of potato chips, but I'm thinking that unless it's on a single-platform/ only platform stage, there could be downsides, or an avoidability factor.
But, Fox rox my sox anyways, so if his Final Smash is a little less pwnful than Pokemon Trainer's, he can compensate anyways.
