I mean, sure. He had 2 hands as bosses in Melee (Master and Crazy Hand), but they were basically twins of each other. Ridley and Rayquaza on the other hand are not twins.

Too huge you say? There's a thing called resizing. They did it with Bowser in Melee so he would become playable. They can do it with Ridley too.
Even in his largest state, Ridley was only able to take up the room of a small, narrow generator tunnel in Metroid Prime 3.
