Imagine yourself to be Ragnos. Now you're confronted with 3 opponents and can "see" how strong they are in the force. Now one of them is an unknown (since Shimrra isn't senseable in the force). What would you do first ? I would attack the Vong first and see what happens and when I've figured out that I can't attack it through the force directly I would either try to attack that being "indirectly" (throwing stuff at it) or focus on the other two people. And please: Did Dooku bring the roof down on his own head in AotC ?
Thing is, though, people in LFL do seem of the opinion of Luke and Palpatine's superiority...
What people in LFL ? The authors don't work for LFL and the only person that can give binding statements about characters is Lucas himself. And I know that some employes will say Sidious and Luke are the strongest but I know that "Films > All" is LFL's house policy (see "canon" policy) which hardly makes sense when we see people in the EU surpassing the ROTJ versions of both characters.

IF he really killed Sadow he obviously didn't do that in a duel or fair fight. Otherwise I don't see why he shouldn't have been able to claim the title of the Dark Lord. So yes...he is a weakling compared to Ragnos, in terms of knowledge he's even a dwarf compared to Sadow which is quite obvious when you read the comics.
And Kreia also lived quite some time before the Ancient Empire and we've no clue if her statement should be taken as gospel any more than Voren Na'al, or anyone from LFL.
Kreia spent some amount of time studying on a planet that was a "storehouse of ancient Sith knowledge" and because of that her statements are most likely more precise than that of a historian who lived 4,000 years after her.
Nadd, by his own admission was practically powerless...and by rhe same admission, look at Palpatine's spirit, which could pretty much destroy worlds and tear itself out of death. And when he was alive, he also had quite the collection of Sith weaponry and artifacts, probably guided to them by the spirits or the dark side.

Nadd's spirit, by its own admission was powerless...so we either have a plothole from Veitch or its because they were connected to the same person...and even before Ragnos showed up, Ludo was worshipping the ground he was being carried on...Ludo's about as much of a Ragnos groupie as you get...possibly he took Ragnos's power in life to carry over to death.

And Nai? Ragnos hurls the scepter away when he draws his sword, not only that, the dark side ending is firmly uncanon. And that scepter is fragile...and highly dodgeable.
Does he probably hurl the scepter away because having to use a weaker, already defeated body when he himself was already weaker than in his living form ? And it doesn't matter if the dark side ending is uncanon or not - that doesn't change the abilities of the sceptre.

Are you 100% sure that the beam of the scepter increases and decreases when drained or powered? There wasen't any difference between when Jaden got hit in the beginning and when Kyle got hit in the end, and there was no difference when Jaden used the scepter and Tavion used the scepter, the beam stayed the same, so would it really be more powerful in the hands of Ragnos? And lastly, why did Ragnos throw the scepter away like it was useless when he came into Tavion's body, and instead start to fight with the sword?

And Ragnos is likely to catch a blast bug in the face, killing him instantly if he tries that. Shimrra is probably at least a good a fighter as Ragnos and Luke and Kun hurl the scales out.
And in the EU, we see Luke and Palpatine surpassing anyone else. If the Films>All, you can't just say "Oh, those EU characters do so much more than them" and ignore every other factor. And yeah, the authors do work for LFL, as long as they write a novel for them. Many of LFL's employees work with and are on the EU, so if they say something along the lines of so and so>So and so, I'm inclined to go with them.
Because Sadow was the official Dark Lord? Sadow lost the title before the Hyperspace war ended. Nadd then apprenticed himself to dark Lord whoeverthehell he was and fled. And Since Nadd killed Sadow, I doubt he was much a weakling. There's nothing stating Nadd's power one way or the other.
The same historian is nothing more than a mouthpiece for the official words on the subject and Kreia is a known liar, manipulator and possible psychopath with no knowledge of Sith four thousand years later.
When Ragnos had all of those things, plus artifacts from times before his...and Palpatine drained several worlds to reinvigorate himself after he left Droga's body.
Kressh was extremely loyal to Ragnos and Ragnos made totally certain the Sith were too busy fighting amongst themselves to question his rule.
Nadd HIMSELF says he's powerless in his current state. And Sadow could be kneeling possibly because it's the smart thing to do. No explanation for why Ragnos is letting Sadow backtalk him and disobey his direct orders.
We see someone vastly inferior to Luke dealing with said scepter when it was probably more boosted up than ever before, and Luke's dealt with very dangerous sith technology and weaponry when he's faced Lumiya, Shadowspawn apparently, the prophets, among others.
Weaker than in his living form? he'd just gotten a massive boost from the scepter's energies itself. And Ragnos draws the sword and tosses the scepter away casually...and actually, that the ending is uncanon changes things completely as it could be a gross exagerration rather than what happened. And it takes a single stab of a lightsaber to blow the scepter up, and we know force sensitive items can be destroyed with even a gesture of the force.
