This could be man, woman, hero, or villain. Who's got the most benjamins. One character that comes to the top of my head is Reed Richards.

If All comics are considered, others then Marvel and DC, however, Scrooge will curbstomp Namor in the mud and make him look like a bum. Then buy the seas, just because he can. 😛
