I'd like to think they are both anticipating the other person's next strike and trying to get ahead enough of them in sequence that the blow lands/blow is blocked.

I'd like to think that too, but I think they're actually trying to build momentum. Which I'm pretty sure is impossible with a weight-less lightsaber blade but ho hum.
