Independent clauses are usually simple sentences and simple sentences can be grammatically correct even if they contextually rely on preceding or subsequent sentences.
For example: I like this car. It is very interesting.
Both are simple sentences and independent clauses even though the latter sentence relies on the former for context. Thus a semicolon would not be inappropriate in lieu of a period.
