Janus, to answer your question as to when aggression has ever worked, see the US entrances into both World Wars (speculation is Roosevelt knew Pearl Harbor was a likely target but needed an excuse to enter the US into the war), and the nukes dropped in Hiroshima and Nagasaki. An instance where it worked to a lesser extent was Korea and Vietnam.
Now let's see if John Kerry can "talk" the Russian PM out of Crimea.

On top of the thing at the end saying that Vitiate is feeding on Revan's power, I think its pretty apparent that it takes a lot to sate Vitiate.
