I'd put Halo 2 above it, just because you got to play as the Arbiter in that dual storyline. Other than that, It'd probably second in terms of actual campaign. Halo 2's campaign was just godly.I just get annoyed on the lore grounds of it all.
I like aspects of all of them - beat "Cortana" on Heroic in 3, for instance, so I didn't know Master Chief survived the ending of the game for about a month, and I was heartbroken in the interim - but I found Reach resonated with me the most. Maybe a bit less than 4 once that came out, thanks in large part to the absurdly gorgeous cinematics in the latter... but probably not.

Also all the halo books were more enjoyable than the games.
