For starters, that was what most people would call a joke. But to the matter at hand, what doesn't make sense. People will support things when it's told that it is good for them. When they are told it's not, they don't. Seems pretty straight forward to me. There is no hidden meaning. No deeper layer. No iceberg. It's plain and said.
