Hydra in the MCU and Sheev's approach in ROTS are so effective as threats because it's absolutely terrifying to think of society becoming so fearful we literally give away all of our freedoms. It's a quite insidious and effective approach for a villain to take, and it's something you can actually see in the real world though to a lesser extent.

Well yeah kinda but what I loved about HYDRA was how they're portrayed in CA:WS. Just so goddamn competent.
