It was bad in the sense that it was rife with potholes, false dilemmas and plot contrivances. That does put it on the "poorly made" category as those are all symptoms of bad writing.
I would actually say that the directing / Direction is probably the best part of the film. It is gorgeously shot, with some of the best looking scenes in the entire franchise. The acting wasn't horrible either outside of a couple characters.
