Palpatine is not more intelligent. Like I said, he seems smart because everyone around him is a moron and he has his "dark side clouds everything" crap to cover his ass.
So what if he's more powerful, that just makes him even less interesting, like I said before.
He's successful because he is the one eyed in the land of blinds. The Joker never tried to be powerful nor succesful. When he got all that money, he just kept the essentials and burned the rest, because he isn't your stereotypical powerhungry villain (Palpatine).

Another thing, as interesting villains go, even Anakin/Vader is more appealing than Palpatine. He at least has depth, he's not a cardboard cutout like the Emperor. He fell from hero to villain while being conflicted all the way. He's far more menacing in the OT than Palpatine ever was. At least he's not some boring politician who has your everyday goals, we don't even know why Palpatine wanted to kill all the Jedi, or is it just because he's a 'Sith' that he must do this (honest question)? He's a far more enjoyable movie villain and character than the Emperor. But ofcourse that's just my opinion and that of many people who watched the two trilogies.
