The idea is to try and get a positive result out of a shitty situation. These people are in the US and they will always be here. The DREAM Act opens up a pathway to either bolster military recruitment or potentially join the middle class. Essentially it gives them a chance to be useful.
Trying to deport all these illegals would be a pointless endeavor.
And given how the latino population breeds, they are going to become a major voter block.

why would it be a pointless endeavor? What costs more, a deportment, or 4 years of college?
Given that there are millions of them and it's already a law enforcement nightmare, I think it would be easier to make them useful then to try and get rid of them all. Besides the ones who don't either join the military and get a degree will still get deported.
