Unless she visibly changes her skins appearance... it's just her. And even if she does... it's still her body that's durable...

2. Bloodlusted in a busy shopping mall? Cap grabs the top off a trashcan, insta shield. He proceeds to beat the hell out of mystique. 7/10
3. New Year's Eve in Times Square. Cap loses 4.5/10 mainly cause he won't be able to find a weapon... at least not in that crowd. or be able to move adequately.
4. New Year's Eve, in character. Cap would surrender 10/10 to save the innocents.

There was no indication she morphed into something.
They're still constrained to the Danger Room. I was just wondering how he'd manage to hit her without... being able to hit her.

I didn't know she could phase beforehand. Besides even without phasing he'd have difficulty putting her down.
For the purposes of the thread. No she's not allowed to phase.
