Well you're thinking of Gladiator at his lowest we can do the same for any character.
Gladiator at his best is top tier.Owning Thor,stalemating Surfer one shotting binary...etc

Gladiator doesn't seem to be as strong as he used to be.

but it's been a while since SS lost to anybody.

I doubt Surfer's gonna lose anyway.After the end of his fight with ravenous he was gonna go look for a planet for Big G.
Now if They fight before Galactus feeds that's another story.

Tenebrous seems roughly equal to G and he speaks to Aegis as if she was an equal. I doubt Norrin got that big a power up.
