Flash is a high mid-tier, while Magneto is a Herald. While power set match ups do matter, status and raw power usually matter more.Magneto dominates.
In comics, super speed is one of those powers that just doesn't get anywhere near the respect in combat that it realistically should have. There are good reasons for that, but even without going into them, we can see that it is true. Speedsters do have their great showings, and Flashes are some of the mid-tiers with the greatest chances to do well vs. more powerful opponents. Nevertheless, if you look at most team books, speedsters are rarely shown as being one of the big guns. They do a lot of utility/support work. But in combat they typically seem a step below the 'heralds'.
I'm not fully familiar with the tiers used on this board, so hopefully I'm not involved in what is essentially a semantics argument.
In the JLA, Superman/WW/MM were typically the big guns. At one point, GL was there too, but I feel that over time he became a half-step down. Flash was presented as the next level (or half-level) down. The same is essentially true in the JSA. If that makes him some kind of low-herald as opposed to high-mid-tier, well we could argue about that. But it is semantics.
In any event, if Magneto were in the JLA, he'd be on the highest level and be presented as more of a combat threat than the Flash in most cases.
I know Flash has his very good days. I know who he has beaten. But that is not how Flash typically performs.
