Can Sith become ghosts like the Jedi can?

The Jedi have spirits because Qui Gon Jinn managed to learn this from the journal of the whills (Not exactly sure where that information was read at this time). Prior to Qui Gon Jinn, no person had ever communicated from beyond the grave so to speak.

Qui Gon was the first, he then taught Yoda and Obi Wan this talent. Obi Wan and Yoda had then approximately 18 and 24 years to perfect this ability. That is most likely the reason that we can see Yoda and Obi Wan but not Qui Gon. Qui Gon had only managed to go so far.

Anakin however - and as a measure of his ability in force power - managed to do this upon returning to the light. Without any training or advice on how it was possible.

As for the ancient sith Exar Kun, Freedon Nadd etc, they managed to imbue certain statues, temples etc with their spirit. Therefore they were tied to a specific place, never changing.

The difference there is that the Jedi Ghosts and most notably being Obi Wan Kenobi, were able to appear and to talk to Luke anywhere that he may have been. This was because they had become 1 with the force and were able to go anywhere in it's encompassing bubble.

(Possible that a Ysalmiri bubble would be the only place they could not go)

That should be as close to canon definition as possible.
